This volume was owned by the Atlanta Arsenal. Inside of front cover is a handwritten inscription in ink which reads, “TO BE BORNE ON THE PROPERTY RETURNS- ATLANTA ARSENAL”. Beginning of book states, “NOTICE, EVERY OFFICER RECEIVING A COPY OF THESE REGULATIONS IS REQUESTED TO ACKNOWLEDGE THE RECEIPT OF IT, AND THOSE OFFICERS WHO MAKE RETURNS OF PROPERTY TO THE ORDNANCE OFFICE WILL BEAR THE BOOK ON THEIR RETURNS.”. There is a forward by Judah P. Benjamin which reads, “WAR DEPARTMENT, FEBRUARY 1, 1862. THE FOLLOWING REGULATIONS, PREPARED IN CONFORMITY TO ‘AN ACT FOR THE ESTABLISHMENT AND ORGANIZATION OF THE ARMY OF THE CONFEDERATE STAES OF AMERICA OF ARMIES’ PASSED MARCH 6, 1861, ARE APPROVED BY THE PRESIDENT.”. Title page reads, “REGULATIONS FOR THE GOVERNMENT OF THE CONFEDERATE STATES OF AMERICA. RICHMOND; WEST & JOHNSON 1862”.

Book contains the regulations for accoutrements, arms for troops, list of arsenals, blank forms, book keeping by inspectors of arsenals, contracts, distribution of orders, inspection certificates, gunpowder inspections, hired men, horses, supplies for military posts, arms for militia and officers, pay rolls, prices of small arms, requisitions for supplies, employment of slaves, travelling allowances and wages. There is a page that unfolds which is the form for property return. The appendix in the back contains Acts of the Confederate Congress related to the ordnance for the Corps of Artillery.

This hardcover book is covered in leather, which is distressed and peeling on the edges. The title is stamped in brown on the front cover. Back cover is missing and front cover is only attached at the top. Pages have yellowed with age but none are missing or loose. Book measures 8” x 5” x ½”.
