Printed General Order No. 141 issued at Washington, D.C. on September 25, 1862 by President Lincoln.
The order states that having called out Volunteers and Militia forces for the suppression of the rebellion, and disloyal people are still actively hindering the actions of the government and giving aid and comfort to the rebellion all persons resisting militia drafts, or guilty of any disloyal practice, affording aid and comfort to the rebels will be subject to martial law. The order also states that the writ of habeas corpus is suspended for persons arrested, or who are now and hereafter imprisoned in military camps, arsenals, prisons for the duration of the war.
