Dated 11/9/1865. Pre-printed proclamation [“The People of the State of New York”] measuring 16.75 x11.75”, signed by Governor Reuben L. Fenton.  “….do appoint and constitute you, the said Gustavus M. Palmer First Lieutenant in the 101st Regiment Twenty First Brigade and Sixth Division of the National Guard of the State of New York with rank from October 3rd 1865”.

Gustavus M. Palmer was 24 years old when he enlisted as a Captain on 10/2/61 at Rome, NY.  On 3/10/62 he was commissioned into Co. K of the 97th New York Infantry. Palmer was wounded at the Battle of Fredericksburg on 12/13/62 and it appears he was listed as “Absent” through at least April of 1863. On 8/10/63 he was transferred into the 3rd Regiment of the Veteran Reserve Corps. No date or method of discharge given. Written on an 1890 Veterans Schedule document is “Gun shot wound in Right Leg”; and “Can’t find his discharge”.

Obviously, from the existence of this document, he was healthy enough to serve in the New York National Guard.  He is also listed, in the 1880 Annual Report of the Adjutant-General of the State of New York, as 1st Lt. of Troop H, 3rd New York State Cavalry.

Also, city directories for Rome, NY, dating from 1883 to 1896, list him as being employed as “Bookkeeper” and “Accountant”; he was also appointed Postmaster of Rome in 1882.

Palmer did apply for a pension as an Invalid in 1877; following his death his wife Louise filed for a Widow’s Pension (1906).  A listing on findagrave.com indicates that Palmer died on 5/2/1906, and is buried in Rome Cemetery, Oneida County, NY.
