Dated “Hd Qrs of the Army / Washington, Dec. 1st 1862. Addressed to “Adjt. Genl. A,S. Fuller / Springfield.” 2 pp. in ink on unlined paper, 7” x 9.25. Exhibits light fold-marks, slight yellowing. Else VG. Reverse contains various endorsements, including Generals Jefferson C. Davis, Alexander M. McCook, and William S. Rosecrans. This document was found in the papers of Maj. Samuel B. Sherer, 15th Illinois Cavalry, no doubt sent to him by Adj. Gen. Fuller informing him of Gen. Halleck’s communication.
Text:
“In reply to yours of the 17th I have to inform you, that the War Department makes no objections to a consolidation of Cavalry Companies into regiments, as my be deemed most convenient but this must not involve such transfers of Companies from one department to another.
Application for such transfers are so numerous that they cannot be granted without great injury to the service. / (Sigd) H.W. Halleck / Genl. in chief.”
