8 pp., 22 x15.5”, six columns. Features small front page sketch of Fort Wagner, and considerable new from the siege. Accompanying story headlines: “Our Siege Guns Within One Thousand Yards of the Rebel Fort”, “Flags of Truce in Charleston Harbor”,  “Exchange of Wounded Prisoners”,  “No Negro Troops Exchanged”, “What Rebel Officers and Civilians Say”, “What Charleston Newspapers Say About the War”,  “Whole Company of Rebels Take Oath of Allegiance,”  “The Colored Soldiers”.

Concerning the fate of the wounded of the 54th Massachusetts, the paper had this to say:  “When the exchange of the wounded was being effected in Charleston Harbor, Colonel Hall inquired why no wounded of the Massachusetts 54th (colored) had been sent down.  “That is a matter for after consideration with my government,” replied Colonel Anderson, the rebel commissioner. “But in the agreement for the exchange of wounded prisoners there was no exception whatever,” replied Colonel Hall. “We regard the colored troops as another class of people altogether,” replied Colonel Anderson………The rebels say they will sell all negroes  they catch, and it is understood if they do hostages will be selected for the purpose will be hung.”
