Newspaper titled, “BOSTON EVENING TRANSCRIPT, No. 9809”, shows seven columns of type, including real estate listings, advertisements for schools, steamboats, sewing machines, clothing and shoes. Also featured is the latest news about the Civil War. Article titled, “Abolition of Slavery in the District of Columbia” reads, “Message from the President, Washington, April 16. The following message was sent to Congress today by the President: Fellow citizens of the Senate and House of Representatives: the act entitled, ‘An Act for the release of certain persons held to service or labor in the district of Columbia’, has this day been approved and signed. I have never doubted the Constitutional authority of Congress to abolish slavery in the district, and I have ever desired to see the National Capital freed from this institution in some satisfactory way. Hence there has never been in my mind any question upon the subject except the one of expediency arising in view of the circumstances. If there be matters within and about this act which might have taken a course or course more satisfactory to my judgement, I do not attempt to specify them. I am gratified that the two principals of compensation and colonization are both recognized and practically applied in the act. In the matter of compensation it is provided that claims may be presented within ninety days from the passage of the act, but not thereafter, and there is no saving for minors, femmes couvertes, insane or absent persons. I presume this is an omission by mere oversight, and I recommend that it be supplied by an amendatory or supplemental act. (Signed) Abraham Lincoln”. Other articles about the war are, “From Fort Pillow”, “From Gen. Banks’s Corps”, “From Havana”, and “Rebel Retreats”.

Paper is folded in fourths, has small tears and chips on edges and center fold, but otherwise is very clean and readable. Slight yellowing has occurred with age. Measures 17 ¾” x 23 ¾”.   [sm]
