One page letter on 9 ¾” x 7 ¾” lined paper. Dated “Head Quarters 103d N.Y. Vols. / Pleasant Valley Md. October 13, 1862”.  Directed to “Major General Burnside, Commanding 9th Army Corps.”  Text is as follows:

“In obedience to General Orders from Head Quarters, Army of the Potomac, I have the honor to transmit the following appointments for your approval, and respectfully request you to have them forwarded to his Excellency the Governor of the State of New York at your earliest convenience.”  Goes on to list 9 officers for promotion.  Signed, “Your most obedt. servant, B. Ringold, Major. Comdg., 103 N.Y. Vols. Ringold, who enlisted as a Captain on 12/6/61 and subsequently promoted to Major on 6/25/62 and Colonel on 3/3/63, died on wounds received on 5/3/63 at Suffolk, VA.

Endorsed at lower left, “Approved / H S Fairchild / Col Comdg 1 Brigade 2 Div 9th Army Corps.” Harrison Stiles Fairchild was formerly colonel of the 89th New York Infantry, and was promoted to Bvt. Brigadier General in 1865.

On verso is written, “Head Quarters 3rd Div. 9th A.C. / Pleasant Valley Md. / Oct. 16, 1862. Approved with the recommendation that the promotions be made and the commissions sent at once.”  Below this the following endorsements:

“Rush C. Hawkins, Comdg. 3rd Div., 9th A.C.” Hawkins became famous as colonel of the 9th New York Infantry, known as “Hawkins’ Zouaves”.

“Approved & respectfully forwarded. / O B Willcox / Brig. Gen. Comdg. Corps”.  Willcox was wounded and captured at 1st Bull Run and won the Congressional Medal of Honor for his gallantry at this battle. He also fought at Antietam, Fredericksburg, Knoxville, and in Grant’s Overland Campaign in 1864.

Overall excellent condition, all writing clearly legible.  Fold lines.
