Volume is titled “REVISED REGULATIONS FOR THE ARMY 1861.” The book is bound in a blue cloth with an embossed spread-winged eagle with sunburst and stars at center surrounded by geometric designs. This decoration is on both front and back covers. Spine has title in worn gold with eagle at bottom. Covers and spine are worn at edges and faded throughout. Cloth of front cover has small tear.  Binding is good.

Interior runs 569 pages with index and is a good readable copy. Some pages have light staining but nothing major. Pages have discolored some from age. All pages present.

The first page has several inscriptions. The first is in period pencil and reads “ADJT. S. O. TUTHILL / WASHINGTON / AUGT 28/62.” This inscription has a single ink line running through each word. Below it in period ink is “COMMDG. OFFICER / CO. C. (the company letter has an “I” written over it) 2ND EXCELSIOR.” Below this in pencil is “VICTORIOUS.” Turning the page another period ink inscription is found that reads “S. O. TUTHILL. ADJT. / WASHINGTON / AUGUST 28TH.” Then again on page 3 in period pencil is “TUTHILL.”

As near as can be figured this volume was originally purchased by Selah O. Tuthill in August of 1862 just after being commissioned a 1st Lieutenant and Adjutant of the 120th New York Volunteers on September 22, 1862. The volume later passed to a Company officer in the 71st New York which was known as the 2nd Excelsior Regiment.

Selah O. Tuthill was 23 years old when he was commissioned Paymaster of the 80th New York Infantry on October 23, 1861 but was mustered out on November 17, 1861.

On August 22, 1862 he was commissioned 1st Lieutenant and Adjutant of the 120th New York and was mustered in on September 10th.  He served with the regiment at 2nd Bull Run but resigned and was discharged on February 18, 1863.

Nothing is known of his life after the war. At some point his manual ended up as property of the 71st New York which was the 2nd Regiment of the Excelsior Brigade.
