William L. Ely was elected Alderman in the November 1865 election, and most likely in 1863 as well. An article in the New York Times issue of 1863 providing biographies of “aldermanic candidates” described Ely as, “…a young man of intelligence, experience and excellent character, has the Tammany and part of the McKeon nominations, and will be largely supported by the Unionists….He is Chief Clerk of the Street Department, where is responsible duties have been ably performed, and where he has gleaned valuable knowledge of City affairs and requirements”. We have no further information on Dr. Pratt.
