Charles S. Bulkley, born in New York and appointed from New York. Apptd Capt & Asst. QM, US Vols. on 1/15/63; appt. expd. 3/4/63, re-appointed Capt. & Asst QM, US Vols., on that date. Brevetted Major, Lt. Colonel & Colonel for faithful & meritorious services to date from 3/13/65. Resigned 9/7/64. Served as Assistant Superintendant of US Military Telegraph at New Orleans, Dec. 1862 to Aug. 1864.
