This ribbon is equal divided into three individual stripes of red, white and blue. The top bar is made of stamped brass with a scroll-work design and a celluloid strip with “DELEGATE” printed on it in black.
The ribbon is attached to a wider gold ribbon which gives the piece a narrow gold border. Gold lettering on the body of the ribbon reads “TO THE 20TH ANNUAL ENCAMPMENT DEPT. OF W. VA. GAR NEW MARTINSVILLE, W.VA. APRIL 29-30, 1902.”
Suspended from the ribbon is a drop that consists of a stamped brass shield with a celluloid photo of an older man in civilian clothes who is most likely the West Virginia Department of the GAR Commander. The reverse of the drop has another photo on celluloid of a GAR Membership badge.
Ribbon is in excellent condition with the original pin still attached on the reverse.
