The top bar of this medal is rectangular with a keystone at center with the intertwined letters “GAR.” This is flanked by “28th NATL. ENCAMPT. SEPT. 1894.” The reverse of the bar has the original pin.
Suspended from the bar by two small lengths of chain is a drop of a sunburst with the Seal of the State of Pennsylvania at center surrounded by a laurel wreath. The reverse of the drop reads “SOUVENIR PRESENTED BY CITIZENS EXECUTIVE BOARD PITTSBURG[H].”
There is a gold ribbon suspended from the top bar that passes behind the whole medal. This ribbon marked near the top with the silver letters “W. R. C.”
