Text:

“Andrew Johnson, President of the United States of America. To all to whom these Presents shall come:

Whereas, Samuel Tate of Shelby County, Tennessee, by taking part in the rebellion against the government of United States, has made himself liable to heavy pains and penalties;

And whereas, the said Samuel Tate has voluntarily taken the oath of allegiance, and, I am assured, the circumstances of his case render him a proper subject of Executive clemency:

Now, therefore, be it known that Andrew Johnson, President of the United States of America, in consideration of the premises, divers other good and sufficient reasons me thereunto, do hereby, grant to the said Samuel Tate, a full pardon and amnesty for all treasons, felonies and misdemeanors by him committed against the Government of the United State prior to the date of these presents.

In testimony whereof, I have hereunto signed my name and caused the seal of the United States to be affixed.

Done at the city of Washington this Thirty First day of May A. D. 1985, and of the independence of the United Sates the Eighty-Ninth.
