This is a Confederate revolver cartridge made in the “regulation American style” as described in various Ordnance Manuals. Wrapped completely in paper and tied with string above the bullet and closed at the powder end by a series of folds that form the tail.
This is one of a small quantity to come out of a pack from Savannah Arsenal.
