A resident of Moore County, NC, 27 year old William M. Swann was commissioned as Captain in Co. “H”, 30th NC Infantry. He was discharged, 5/1/1862, and was appointed Inspector of all enrolling offices in the 5th North Carolina congressional district--“on account of not being able to attend to field duty. Holding this office through the remainder of the war, his papers were inspected in February 1865 an found to be in order. He reported at that time that the “force allowed him too small to arrest the numerous deserters, as there was great dissatisfaction. In some counties.”
