Dated “Richmond, April 23, 1863……By order of Samuel Cooper, Adjutant.” 1pp., 5 x 8”. Exhibits two horizontal fold lines and light chipping at the margin of the lower one. Also, foxing and light staining along the left margin. Else VG and entirely legible. Contains three paragraph orders, the first of which is unique, treating as it does the disposal of “the clothing of deceased soldiers“. Text:

“Upon the death of any soldier the surgeon in charge of the hospital at which it occurs, will cause an inventory to be made of all his military clothing, and will make a fair appraisement of each article thereof. It will then be turned over to the nearest quartermaster for reissue. The original appraisement shall be forwarded to the second auditor, to secure its value to the personal representative of the deceased soldier, can a copy thereof be furnished to the receiving quartermaster, who will issue the clothing at the appraised prices, and not al those set forth in General Orders, N. 100, last series.”

This Adjutant order stunningly illustrates the pinch the Confederate side was feeling by April 1863, in keeping its armies clothed---such a pinch so that it would resort to buying and reissuing dead soldier clothing.
