David Edward Fowler was born in Newburgh, New York on February 1, 1816. He graduated from Union College, where he was a classmate of the future General Henry W. Halleck, in 1836 and later studied law but never took the bar exam. He supported himself and family by farming.

On February 19, 1863 he was commissioned a Captain in the Commissary Department and assigned to the 3rd Division, 11th Corps with whom he served until after the battle of Gettysburg when he was transferred to the 2nd Division.

With the creation of the 20th Corps Fowler was moved again, this time to the 2nd Brigade, 2nd Division, 20th Corps with whom he served through the Atlanta campaign. He missed the March to the Sea due to ill health but rejoined the 2nd Division for the campaign in the Carolinas.

In June of 1865 he received two brevet promotions, one to major and the other to lieutenant colonel. He was mustered out on June 30, 1865.

After the war Fowler was employed as an examiner in the United States Appraiser’s Department in New York City. He died in Newburgh on December 14, 1879 and is buried there in Cedar Hill Cemetery and Mausoleum. His obituary said of him “Colonel Fowler was a gentleman of scholarly tastes and attainments. He had great firmness and force of character, and was of incorruptible integrity and inexorably just.”   [ad]
