In this message the Grant Administration [in response to considerable public chagrin] immediately responds to a July 7 request— [12 days after the Battle of the Little Big Horn] --from the U.S. Senate for “information in relation to the hostile demonstrations of the Sioux Indians, and the disaster to the forces under General Custer.”

The administration response written by Secretary of War Cameron stresses that the expedition against the Sioux was undertaken to protect peaceful Indians and settlers from marauding by hostile bands led by Sitting Bull and Crazy Horse, and that the hostile marauding the was in no way prompted the invasion of the Black Hills by white gold prospectors. As for Custer’s column, the administration allows as how the disaster which befell a part of the Seventh Cavalry are believed to be true.

Grant includes in his message the report of Column Commander Gen Alfred Terry, forwarded by Generals Sherman and Sheridan.
