Gideon Welles was a prominent American journalist and politician who served as the United States Secretary of the Navy from 1861 to 1869 under Presidents Abraham Lincoln and Andrew Johnson. Nicknamed "Father Neptune" by Lincoln, Welles orchestrated a massive naval buildup during the Civil War, expanding the U.S. Navy nearly tenfold from 76 to over 670 ships.  Welles also enforced the crippling blockade of the confederate states and championed innovations in military technology.

In this letter, Welles writes:

“Naval Asylum

Philadelphia July 1st 1864

Sir,

The Board would respectfully request copies of any medical surveys or other documents on file in the Dept. in relation to the physical qualifications of Capt. F. D. Ellison, Comdr(?) Totten, (Illegible), Baldwin, (Illegible), Lieut Doty, who have been reported to the Board. Surgeon (?) Harris (?) has also reported, and a file of documents in his care have been received.

I have the honor to be Yr (likely meaning “Your Obedient Servant”)

The paper, as shown on the reverse, is an official form from the Board of Medical Examiners, folded into thirds.  The reverse center fold shows period filing notations. Slight wear to the front face is noted along the upper fold, along with minor color loss. A small crease is noted at the upper left corner (front view), with a spot of miniscule wear along the left side. Dimensions are 7.25” x 10”.
