This is pretty scarce combination tool for the Burnside carbine. Combining a nipple wrench and two-bladed screwdriver, this would be one of the tools carried by a Burnside-armed cavalryman in the tool pouch attached to the front of his carbine cartridge box. Although we think of Burnside mostly in terms of his failings as a general, the Burnside carbine was generally well-liked and issued in numbers only behind the Sharps and Spencer. Responding to an 1863-64 ordnance survey, a number of army officers rated it as second only to the Spencer.
This would make a key addition to a cavalry collection featuring one of he several models of Burnside carbines used in the field by many regiments of Union cavalry. [sr] [ph:L]
