This is an iron combination tool featuring a nipple wrench and screw driver blades.
This very much appears like a Hall carbine tool with the pick broken or intentionally removed. These would have been made by Simeon North and came with the M1840 carbines.
Iron is in good condition with scattered patches of surface oxidation. Reference “Gun Tools” by Shaffer, Rutledge, and Dorsey, page 152. [jet] [ph:L]
