This is an excavated pencil sharpener; recovered at Hamilton’s Crossing, Fredericksburg, VA.
Made of pewter or zinc with a straight blade attached on side of the cone-shaped body. Decorative shapes cast on the sides including the letters “SC” in an oval on the front.
