In New York, G.A.R. Post No. 323 was known as the Joe Spratt Post and was located in Watertown, in Jefferson County. A monument honoring the post sits in the North Watertown Cemetery.
The ribbon front is blue silk with gold text, reading “JOE SPRATT / POST NO. 323 / G. A. R. / WATERTOWN, N. Y.” A complete section of wire fringe is securely attached at bottom. The brooch frame retains most its gilt, with light wear. The “MEMBER” tag is laminated stock, held in place by a reverse plate, which clips into place. A flag ribbon is attached at the top ribbon seam and suspends a celluloid drop featuring the logo of the GAR. The reverse is a separate black ribbon, attached along the main seams at top and bottom – a reversible feature for mourning occasions. Text is silvered, with an “IN MEMORIAM” header. An embossed and silvered GAR logo/membership medal is featured at center in place of the opposite side’s flag and celluloid drop. Dimensions are 2.4” x 7.75”, including wire fringe.
Regarding Joe Spratt:
“Battery H, 1st New York Light Artillery (also known as the 8th Independent Battery). Capt. Joseph Spratt, recruited principally at Watertown and Lowville, and mustered in the United States service October 10, 1861, at Elmira, received in June, 1862, Lieutenant Ritchie and some of the men of Battery A by transfer. It served at and near Washington, D. C., from November, 1861; in Casey's Division, 4th Corps, Army of Potomac, from March, 1862; at Gloucester Point, Va., in 4th Corps, from August, 1862; at Yorktown in the Department of Virginia, 4th Corps, from September, 1862; at Washington, D. C., in 22d Corps, from July, 1863; in the Artillery Brigade, 1st Corps, Army of Potomac, from September, 1863; and in the Artillery Brigade, 5th Corps, from March, 1864. It was honorably discharged and mustered out, under Capt. Chas. E. Mink, June 19, 1865, at Elmira.”
