Dated “Confederate States of America / War Department / Richmond, Va. Sept. 17 1863.” (Written on Confederate Department of War letterhead). Two pp. in ink, 8.375” x 7.75”, consisting of Secretary Seddon’s letter to President Davis and Davis’s endorsement. Exhibits fold-marks, else VG and entirely legible.

Mounted in heavy black fine wooden frame, 25” x 32, with dark interior gilt, along with typed transcriptions of both Seddon’s letter and Davis’s endorsement. Both documents matted in fine rust colored archival matting.

Text of Seddon letter:

“His Excellency / The President / Sir…I have the honor to request that you will sanction the transfer of one million five hundred thousand dollars appropriated for the “purchase of pig and Rolled Iron” to the appropriation for the for the “Purchase and Manufacture of Nitre VO” as provided by an Act of Congress approved May 14, 1861. The reason for the transfer are set forth by Lieut. Co. St. John, Chief of the Nitre and Mining Bureau, in endorsement on the enclosed letter / Very Respectfully, / Your Obedient servant / (signature) James A. Seddon,/ Secretary of war”

Text of Davis Endorsement:

“Secretary of War / Requests the President to sanction the transfer of $1,500,000. Appropriated for the “purchase of pig and rolled Iron” to the appropriation for the “purchase and manusfacture of nitre VO”. Reasons are set forth in an endorsement by Col. St. John on the enclosed letter.
