Caption no doubt relates to the 15th Amendment and meant to encourage disfranchisement of African-American voters. During the elections of Reconstruction era white Democrats often used violence and fraud to suppress black Republican voters. They succeeded in disenfranchising most of the black citizens, as well as many poor whites in the South, and voter rolls dropped dramatically in Southern states. [jet] [ph:L]
