Ribbon meas. approx. 3.00 inches long with a maroon center flanked by white and blue. Colors are strong and bright. Top has a small brass attachment device for wearing on a suit jacket.
Suspended from the ribbon is a white Maltese cross with blue enameled borders over a gold sunburst. At center of the cross is a gold disc with a red enameled center. At center of the red disc is a gold enameled Roman fascine with Liberty cap within a gold laurel wreath with a semi-circle of 13 stars done in gold above it. The wording around the edge of the disc is “M. O. LOYAL LEGION U.S.” with the year 1865 in Roman numerals.
The reverse is similar but with a gold spread-winged eagle at center of the disc surrounded by the motto “LEX REGIT ARMA TUENTUR” or “LAWS RULE, ARMS DEFEND.”
The drop bears the engraved number “7278” which shows it to be an unissued medal.
