Ornate bar at top with a cut log at center at center surrounded by "WILLIAMSPORT” in a riband at top and “FEB 1895" at bottom. Pin present on reverse. Suspended from this top bar is a small keystone with the Seal of the State of Pennsylvania. Also suspended from the top bar is a red ribbon. Ribbon is approx. 1.00 inch long with a circular drop at bottom.
The obverse of the drop has a bust engraving of a man at center and reads around the edges "DEPARTMENT COMMANDER 1894." Reverse reads "DELEGATE TO 29TH ANNUAL ENCAMPMENT DEPT. OF PENNA. G.A.R.” within the blade of a circular saw.
